|Wang Yi Talks About Six Directions for the Future Development of the Lancang-Mekong Cooperation (LMC)|
On December 17, 2018 local time, after attending the 4th Lancang-Mekong Cooperation (LMC) Foreign Ministers' Meeting in Luang Prabang Province of Laos, State Councilor and Foreign Minister Wang Yi informed the Chinese and foreign journalists that the six LMC countries all agreed to focus on the building of an LMC economic development belt, carry out cooperation in production capacity, innovation, people's livelihood, environmental protection and other areas, constantly strengthen mechanism building, and advance complementation of advantages and mutual promotion between the LMC and other sub-regional mechanisms in order to make greater contributions to the sub-regional economic and social development.
First, we should jointly build an LMC economic development belt. The six countries should rely on the Lancang-Mekong golden waterway, utilize key industrial towns and major infrastructure projects, and cover and facilitate the development of the whole Lancang-Mekong River basin so as to enhance the quality, raise the efficiency and seek upgrading of the sub-region's economic development.
Second, we should strengthen production capacity cooperation to upgrade the LMC from the rapid and sound development to the pursuit of higher quality. The six countries should seek the establishment of a production capacity cooperation alliance, setting up of cooperation funds, and promotion of the building of production capacity cooperation parks, so as to build a more optimized sub-regional industrial chain and value chain.
Third, we should strengthen innovative cooperation to achieve cut-across development. The six countries should share new technologies, new types of operation and new models, improve digital infrastructure and innovation ability, promote network connectivity and accelerate the development of cross-border electronic commerce, enabling the general public to purchase goods from other countries more quickly and conveniently.
Fourth, we should focus on people's livelihood to make the LMC more down-to-earth. The six countries should implement a number of new projects in such fields as education, poverty reduction, health care and dam security to benefit more people.
Fifth, we should deepen cooperation in environmental protection. The six countries should jointly implement the Green Lancang-Mekong Plan and carry out practical cooperation in aspects such as environmental governance and biodiversity protection so as to realize green-circulation and low-carbon development.
Sixth, we should adhere to openness and inclusiveness. The LMC is willing to enhance exchanges, complement each other and coordinate development with other sub-regional mechanisms. The Chinese side stands ready to carry out trilateral or quadrilateral cooperation in Lancang-Mekong sub-region with countries such as Japan, the Republic of Korea and Singapore in order to jointly promote sub-regional development.
In summary, we are to establish a productive, innovative, people's livelihood-oriented, green and open Lancang-Mekong mechanism. In order to achieve this goal, we agreed to build a 3+5+X cooperation framework persistently so as to strengthen regional cooperation among the six countries and make a more in-depth and efficient LMC.
Wang Yi stressed that the cooperation seeds sowed three years ago by the six LMC countries have not only broken through the soil and taken root, but also thrived and changed with each passing day. We should continue to carry forward the Lancang-Mekong spirit, maintain the Lancang-Mekong speed and release the Lancang-Mekong vitality, constantly elevating the LMC to new stages, making the cooperation win the support of the people and achieve fruitful results, and thus endowing the people with more expectations and benefits.
