Wang Yi Attends the 20th ASEAN Plus Three Foreign Ministers' Meeting

On August 2, 2019 local time, State Councilor and Foreign Minister Wang Yi attended the 20th ASEAN (Association of Southeast Asian Nations) Plus Three (China, Japan and the Republic of Korea (ROK)) (10+3) Foreign Ministers' Meeting in Bangkok, Thailand.

Wang Yi said, for the past 20 plus years since its inception, 10+3 has kept growing in strength. It forged industry chains, value chains and culture circles with the unique features of East Asia, setting up a fine example of win-win cooperation for countries with different social systems, development levels and cultures and making East Asia one of the most dynamic and promising regions in the world. The 10+3 countries are the core of East Asia, and the 10+3 cooperation is the main channel for East Asian cooperation. If the 10+3 countries develop well, East Asia will be prosperous and stable; if the 10 + 3 countries unite and cooperate, East Asia will be harmonious and peaceful. We hope and believe that the 10+3 countries will always take unity and cooperation as the priority, focus on joint development and regional prosperity, and properly handle contradictions and differences to jointly build a better East Asia.

Wang Yi noted, we need to firmly uphold multilateralism and free trade and make 10+3 a banner for regional economic integration. We need to deepen people-to-people and cultural exchanges and cooperation and make 10+3 the platform for promoting cultural harmony and coexistence. We need to work together to tackle risks and challenges and make 10+3 the backbone for maintaining peace and stability. As taking the presidency of China-Japan-ROK cooperation and the co-chair of 10+3 cooperation, the Chinese side is willing to work closely with all parties to prepare for the leaders' meeting in November and promote 10+3 cooperation for new and greater development.

First, to build an open and integrated East Asia, push for the conclusion of the Regional Comprehensive Economic Partnership (RCEP) negotiations within this year, accelerate the construction of the China-Japan-ROK Free Trade Area, and deepen cooperation in the China-ASEAN Free Trade Area. Second, to build a financially stable East Asia, deepen financial cooperation in East Asia, improve the structure of regional economic governance, build a relief system to ensure financial stability and prevents crisis and build a regional infrastructure financing system. Third, to build an interconnected East Asia. In line with the concept of openness, greenness and cleanliness, we should jointly construct the Belt and Road Initiative with high quality and promote regional connectivity. Fourth, to build a smart and innovative East Asia, further enhance 10+3 scientific and technological cooperation, and strengthen smart city cooperation. Fifth, to build a sustainable East Asia, narrow the regional development gap, and deepen cooperation including disaster management, agriculture, poverty alleviation, and environmental protection. Sixth, to build an East Asia with mutual learning among different civilizations, deepen cooperation in such areas as education, tourism, sports and media, and increase exchanges in civilization and culture among East Asian countries.

The Foreign Ministers of Japan, the ROK and the ASEAN countries all spoke positively of the positive results of the 10+3 cooperation. All parties agreed to support multilateralism and free trade, adhere to the concept of openness and inclusiveness, strive to conclude the negotiations on the RCEP within this year, promote regional economic integration, strengthen interconnectivity, promote people-to-people and cultural exchanges, jointly safeguard regional financial stability, and continuously improve the structure of regional economic governance. All parties also put forward proposals on deepening innovation and sustainable development cooperation.
