|Yang Jiechi Holds a Briefing for Media on the Libya Conference in Berlin|
On January 20, 2020 local time, Yang Jiechi, President Xi Jinping's special representative, Member of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and Director of the Office of the Foreign Affairs Commission of the CPC Central Committee, held a briefing for media on the Libya Conference in Berlin.
Yang Jiechi noted, the conflicts and division in Libya have lasted for nine years and become a miniature of the prolonged turbulent situation in West Asia and North Africa. It has not only brought severe miseries for the Libyan people, but also impacted the security and stability of the neighboring countries and the whole region at large. The Libyan issue has been spilling over, leading to weapon proliferation, refugees, terrorism and other problems that pose serious challenges to the neighboring countries and regions and even the whole world. The Chinese side has been paying close attention to the conflict situation in Libya and appreciates the international community's constructive actions to cool down the situation in recent days. The Libya Conference in Berlin is a key conference on the Libyan issue held by the international community. The presence of many heads of state and government as well as Secretary-General of the United Nations (UN) showed the great importance that the international community and concerned parties attach to the political solution for the Libyan issue.
Yang Jiechi said, I attended the conference as President Xi Jinping's special representative. I contacted the participants extensively and actively persuaded for peace and negotiations. I stressed at the conference, efforts to address the Libyan issue should focus on the fundamental interests of the Libyan people to immediately and completely cease fire, focus on the future and destiny of the Libya to resume dialogue and reconciliation as soon as possible, focus on regional peace and stability to effectively and properly solve differences, and focus on eliminating spillover effects to comprehensively address both the symptoms and causes with holistic measures. With the efforts of all parties, the conference made important achievements with a communiqué issued, which calls for a ceasefire as soon as possible and stresses that there is no way out for a military solution in Libya. It also urged parties concerned to implement UN Security Council resolutions and support the UN as a major mediation channel. We hope that the political solution for the Libyan issue will usher in a new starting point, and new active development will be made.
Yang Jiechi stressed, the Chinese side always maintains that the Libyan issue can be solved properly only through political approaches, and that there is no way out for a military solution. The Chinese side pursues no private interest from the Libyan issue, always respects the sovereignty, independence and territorial integrity of Libya, and supports a Libyan-led and Libyan-owned political solution process under the aegis of the UN. During the process, the opinions of Libya's neighboring countries should be heard and fully respected, in a bid to find a solution that can take into account concerns of all parties. In the meantime, the international community should adhere to fighting against terrorism together, in a bid to prevent terrorism from becoming stronger in Libya and help Libya put an end to the conflict as soon as possible, restore political dialogues and achieve lasting peace. As a permanent member of the UN Security Council and a responsible country, the Chinese side has always been supporting and promoting the process for a political solution of the Libyan issue. China firmly supports multilateralism and is committed to addressing regional and international issues through strengthened cooperation. In the next stage, the Chinese side will continue to work with the international community to make positive contributions to the restoration of peace and stability in Libya.
