Wang Yi Holds Talks with Russian Foreign Minister Sergey Lavrov

On March 23, 2021, State Councilor and Foreign Minister Wang Yi held talks with Russian Foreign Minister Sergey Lavrov in Guilin City, Guangxi Zhuang Autonomous Region.

Wang Yi said, this is your eighth visit to China and our 51st meeting since you took office as foreign minister, which shows the high level of China-Russia comprehensive strategic partnership of coordination. In the face of rapid changes in the international situation, carrying out timely strategic communication and coordination is not only important to China and Russia, but also beneficial to the world.

Wang Yi said, China and Russia have always followed the "four-point agreement on showing firm support for each other", which has become the core value and outstanding strength of bilateral relations. China is ready to further strengthen high-level exchanges with Russia, give full play to the political advantages of the strategic guidance of the two heads of state, and provide political guidance and strong guarantee for the development of bilateral relations. This year marks the 20th anniversary of the signing of the China-Russia Treaty of Good-neighborliness and Friendly Cooperation. The treaty has laid a solid legal foundation for the steady and sound development of China-Russia relations in the long term and injected strong impetus into the quality development and upgrading of bilateral cooperation. The two sides have agreed to renew the treaty and enrich the China-Russia relations in the new era, which demonstrates the new heights, new ideas and new results of China-Russia cooperation. The two sides should strengthen strategic coordination, firmly fight back against false information regarding China and Russia, beef up cooperation on information security, support each other in maintaining the security of their own governments and systems, safeguard their legitimate rights and common interests, and maintain stability in the areas around the two countries.

Wang Yi said, China is willing to discuss establishing a mutual recognition mechanism for health codes with Russia, on the basis of fully accommodating each other's concerns and friendly consultation, so as to create necessary convenience and safe conditions for exchanges of personnel and goods. The two sides can further deepen vaccine cooperation, jointly oppose the politicization of vaccines and help improve the accessibility of vaccines in developing countries.

Wang Yi stressed that the practical cooperation between China and Russia has withstood the test of the pandemic and played an important role as the material foundation and bond of interests for bilateral relations. Both sides should take the initiative to develop ideas and explore new methods of strengthening cooperation under regular epidemic prevention and control measures. Both sides should not only continue to promote cooperation in such traditional priority areas as trade, investment, energy and aerospace to keep the cooperation base firmly in place, but also take the Year of Scientific and Technological Innovation as an opportunity to tap the potential for cooperation on 5G, big data, green economy, Internet, climate change, environmental protection and health industry and create more competitive "asset-light" businesses, working towards the goal of 200 billion U.S. dollars in annual trade volume set by the two heads of state.

Wang Yi said, the so-called "rules-based international order" by a few countries is not clear in its meaning, as it reflects the rules of a few countries and does not represent the will of the international community. We should uphold the universally recognized international law. China is willing to further strengthen cooperation with Russia under the multilateral frameworks, such as the United Nations, the Shanghai Cooperation Organization (SCO), Asia-Pacific Economic Cooperation (APEC) and BRICS, jointly safeguard multilateralism, maintain the international system with the UN at its core and the international order based on international law, while firmly opposing unilateral sanctions as well as interference in other countries' internal affairs.

Lavrov said, China's success in the fight against the COVID-19 pandemic has shown the world the tenacity and perseverance of the Chinese nation. The friendship between Russia and China is very strong, and from the perspective of quality, the relationship between the two countries is higher than the current relations between other countries. Russia is willing to work with China to implement the consensus reached by the two heads of state, maintain close high-level exchanges, make preparations for the extension of the Russia-China Treaty of Good-neighborliness and Friendly Cooperation, and take the bilateral relationship to a higher level. He hopes that the two countries will strengthen anti-pandemic cooperation, jointly oppose the politicization of vaccines, gradually resume personnel exchanges between the two sides and push forward practical cooperation to overcome the impact of the pandemic. The current international situation is becoming more and more complex, and the Western countries may do whatever they take to maintain their leading position. Russia and China should further deepen coordination and cooperation in multilateral institutions such as the UN, the SCO, BRICS and APEC, and work with like-minded countries to jointly safeguard international fairness and justice, as well as the purposes and principles of the UN Charter. The two sides should jointly oppose external forces' interference by using social networks in the internal affairs of the two countries.

The two sides also had an in-depth exchange of views on the Korean Peninsula, the situation in Central Asia and other international and regional issues of common concern.

After the talks, the two foreign ministers signed the Joint Statement between the Foreign Ministers of the People's Republic of China and the Russian Federation on Some Issues of Current Global Governance and relevant bilateral cooperation documents, and jointly met the press.
